Then the talented (and oh so sweet) designer added the bell sleeve at the forearm, taking it a couple inches above the wrist. Although already adorable enough, she then designed it to be worn as either off the shoulder or as a traditional neck line. When worn off the shoulder, there is a sturdy elastic band to keep it in place.
